The Allison 3060 is a 6 speed double overdrive, 5th and 6th are overdrive, and yes, if I remember right it locks up in 2cd thru 6th gear. Depending on application it comes programmed as a 5 speed or 6, internals are all the same including valve body . I've had several 5 speeds reprogrammed as 6.
