virtual "adventure pass"

reading the bill burke "bad egg" an AZ trail closure threads i had an idea:

require everyone get a gps logging virtual "adventure pass" which can be the size of a pager containing your account info and logging your waypoints every nSeconds (i actually have one of these now). its either removable (12v outlet) or hardwired by the ATV/etc manufacturer as part of the ignition system.

its WI-MAX (30 mi range) enabled with data uplinks (to web) at park entry/exit, in campgrounds, hilltop, rest areas, ranger's laptop, etc.

since the gps is accurate to ~12 feet, its easy to see who/when/to what extent went illegally offroad.

make the reissuance cost of the pass dependent upon a percentage legal/illegal formula and add fines for failure to carry/enable.

the pass comes w/ heaps of tread lightly type literature and provides some cool benefits motivating people not to disable it:
- uplinked data is viewable from adventurepass.org w/map overlay so people can share accounts of their adventures
- know where your buddies are realtime
- easier to track stolen ATV/cycles/etc.
- search and rescue can find you

maybe a few yrs out, but a cool use of technology to solve a problem which increasingly is limiting use of public lands for all of us.
