1995 LS, Headlights, turn signals, speedo and tac not working

I just "rescued" a 95 LS. It runs and drives but has a number of electrical issues. Speedo, Tac, Odo, headlights and turn signals all don't work. Gas, temp, and volt gauges are fine. Started at the fuse box in the engine bay and it looks like there are a lot of empty slots. Did these come with a key in the cover? Could I get a picture of what a box should look like?

Any other ideas on what could be going on? I have a 2003 NP but this 95 is a different beast.

I did try that. The best I can find is for a diesel. I found a diagram of the fuses but not the key or the sizes needed.

That is a big help. I'm missing the 40 amp switch for the lamps. Thank you.
