It means it meets California Air Resources Board(CARB) standards. Should be OK but do your research. It was formerly a CalTrans truck so I would hope it was up to CA standards.

That 2003 looks pretty good and the price is a good starting point.

The 2002 plow truck looks like it has had a pretty rough life. Sure it comes with 4 extra blades, but I'm not sure how that helps. :)

I know what it means, but I wish their description was better. Under the CARB diesel phaseout most heavy vehicles require a DPF and/or engine retrofit are required. I think there is a DPF as it shows some kind of "pod" mounted to the exhaust. Looks like a DPF anyway. Too bad.

The other white flatbed may need a future retrofit to be registered in CA. Does not mention if it was done. I would research the costs of this to anyone who lives in the state and is considering buying this thing. I think most of the CARB cash incentives for retrofit have expired by now.

Depends on the use and registered weight.

The regulation requires diesel trucks and buses that operate in California to be upgraded to reduce emissions. Newer heavier trucks and buses must meet PM filter requirements beginning January 1, 2012. Lighter and older heavier trucks must be replaced starting January 1, 2015. By January 1, 2023, nearly all trucks and buses will need to have 2010 model year engines or equivalent.

The regulation applies to nearly all privately and federally owned diesel fueled trucks and buses and to privately and publicly owned school buses with a gross vehicle weight rating (GVWR) greater than 14,000 pounds.

I checked the FG Specs and it said there was a model 639 for 2003 MY that had a GVWR of 12,000 LBS. The 639 only comes with an automatic though, so this flatbed truck in camarillo must be a model 649 with a 14,050 GVWR. Unfortunately I think this truck will fall under ARB accelerated turnover and need a retrofit.

Unfortunate for the seller, but good news for a buyer wishing to convert it into a house car which is exempt. It means fewer bidders against you. :)
 
I don't get it, this things already registered in CA, what am I missing? Pretty certain it would be as simple as going to the dmv and having it registered under your name.

If it has had a DPF retrofitted then you will be okay for the next 5 years but by then you have to replace with a 2010+ engine to continue operation.

If it has not had a DPF retroffitted then you won't be able to register it (as a truck) in CA.
