My guess is you have an air bubble in cooling system... One indicator is if you hear water flowing in the cab when you turn on the heater.

If you have an air pocket or air bubble...
- Park facing uphill.
- Remove the radiator cap (assuming engine is cool/cold and there is no pressure in top radiator hose) and make sure radiator is full and no fins can be seen inside the radiator.
- Start the engine and run until full. The water will cycle when the thermostat opens. If the coolant level drops, refill it.
- Repeat until the level in the radiator doesn't drop nor overflow.

opps I forgot to mention that I have already checked for air bubbles!

I don't know about the Montero heating system but if the heater system works all the vent doors pneumatic a line might be disconnected or even if it is wire operated you might have a problem with the hot/cold mix door not opening or closing meaning that you would not get the heat to come through. So you would have to get access to the heater box I am assuming on the passenger side like every other car. This problem is over looked alot in heating issues since most don't think about it. I have had this problem more than once.
