Question is ... can it be legally sold in the USA if it wasn't imported? It sounds like they are just passing though the USA on foreign tags.

Was thinking the same, did not think you could temporary Import a car to the US, then decided to sell it, for starter you would lose your carnet ( if us operated the system )

Why, so you could get in a car accident some day only to have the vehicle seized? That is a risk I'm not willing to take. Best to find a 127 and put $20k into it.
