Does anyone know if simply installing the Baja shocks available from TRD, will give a regular 2009 TRD packaged Tacoma, any kind of lift?

If you are talking about this suspension, pictured below, then yes. The Baja suspension is the same as the new TRD Pro suspension except a slightly higher coil rate. It should yield anywhere from 1" to 2" of really nice riding lift. Ive installed this on a few vehicles lately and the results are pretty nice.

Yes, that is exactly what I am talking about. I have an '09 with the TRD package and would like a lift, but am slightly anal about trying to keep all Toyota parts on it for the time being.

Then this is probably the lift for you. It really does provide some nice results. The components are of ridiculously good quality. Gives you about 1.5" in the front only. Pair that with a progressive add-a-leaf for the rear and you should have a pretty decent ride. The rear shocks that come with that kit are only rated for 1" of lift over stock but that wouldn't stop me from using an AAL or a 1" aluminum Toytec block.

Do you think one is better than the other? What would be the shortfall of just going with the suspension?

The shortfall is... this kit only provides lift for the front of the truck. The new TRD Pro or Baja front struts usually yield about 1.5" of lift. For the rear, the kit provides a really nice remote reservoir shock but no means of lift. This is how Toyota built the Baja and the new TRD Pro. They have a nice "level" look to them as opposed to the factory back to front "rake" of the SR5's and TRD's (like yours is currently). So, if you want a nice level look, then nothing more needs to be purchased. However, if you want to retain the factory rake of having the rear slightly higher than the front OR if you plan on loading the truck heavily or towing... then you'll need some means of lifting the rear end up. Personally, I would utilize the Toytec 1" block as it will not affect the ride quality AND it is exactly the amount of lift the rear shocks were designed for. The add-a-leaf will stiffen your ride and may give you a little more lift in the rear than the front. I would, however, recommend the add-a-leaf if you have a camper shell or have a constant load in the rear end of your vehicle.
