Condenser fan help

I bought a used ac condenser fan from a parts truck and the guy had to ship it to me. I just got it and was looking at it and the fan blades do not spin freely. Am I crazy or is the fan supposed to only spin when its turned on? To me it seems locked up. I havent installed it yet but in a simple question are the fan blades supposed to spin freely or not?
