OK got a email back from the person that actually makes the electrical panels
I asked him if he had a manual and to explain the isolator switch and any other helpful info he has on the panel we could use
this kinda answered the questions about my fans dying !

to answer all your questions, the battery isolator circuit breaker cut the battery power from the panel. If the isolator is switched off then there are no battery power on the panel, only 12V power from the charger itself. You can leave the power on to charge the batteries, because we use a dedicated battery charging Ic to charge the battery and it go in a trickle charge state with reduduced voltage not to overcharge the batteries.
The fans cycle life is aprox 4-5 years and then they should be renewed.
