Converting Township & Range to Lat & Long or UTM

I can find several web-based tools that convert township and range and section to something my GPS can understand. I would like to find one that runs on my laptop or my handheld, so I can use it without being connected to the web. Is there anything out there?

I could do it the old-fashioned way, and find them on the 7.5 minute topos, but it would be so much easier with a database or a program.

I use the Alltopo7 program on my PC and GPS. You can search points using Lat. Long. in degrees, minutes, decimal seconds; degrees, decimal minutes; UTM/Universal Transverse Mercator; and Meridian, Township, Range, section/MTRS. I have not used the MTRS in the field on my Garmin Cx 60 but I download the topo maps to the handheld and export my tracts and waypoints from it to my PC. I know that my Mapsource program dose not have the MTRS in system defined grid formats in the preferences window. If you can use MTRS in Mapsource I would also like to know.
