I just recieved my new ARB bumper, and I'm looking over the instructions, and there is something new going on here! I'm very pleasantly surprised they appear to have fixed it!
There are now two tabs of metal on the crush cans, they are on the top and bottom surface of the frame, and they extend behind the frame mounting bolts. The instructions say that after you mount the cans and get them aligned, you then drill vertical holes up through the frame, and install a long bolt (vertically) which clamps these two tabs to the top and bottom of the frame. Since the frame is drilled, you are essentially "pinning" the crush cans to the frame so that they CANNOT move.
This all appears to be new, even compared to somebody who posted pics of his bumper install recently, he ended up welding the cans to the frame, which appears unnecessary now.
It's sort of similar to the RTE arrangement, but even better, since there is a tab top and bottom, and a long bolt through both which is now in double shear instead of single. If the RTE is "bombproof", then I'm pretty confident they've nailed the problem.
I also see in the instructions that you mount the bumper to the cans using several bolts, and then drill another hole for some more, again, pinning the bumper to the cans. Is this new too?
I'll try to get some pics.
Edit: Doh! It looks like there are two verticaly pinning bolts on EACH side! This thing ain't going nowhere! Very cool!
I also should mention my instruction sheet has a file date printed at the bottom of 21/5/07. So, seems almost a year old. I do know my bumper is fresh off the boat, so I'm wondering if other who bought their bumper a little while ago got old stock?
