Does this look right?

Strange question for you. The bolts that came with my axle and hangar kit fit oddly. See pic. There is a fluted neck near the hex side of the bolt that does not fit into the hole. I haven't seen this on anyone else's suspensions before and every time I look, the bolt is flush with the hanger or shackle. Is this supposed to help the bolt spin or maybe not spin? Does it have some purpose? Am I supposed to crank the nut down to much greater torque and force this into the hole (like we attempted on the bottom one)? Or should I replace these with grade 8 bolts that fit nicely? I'm confused. Thanks in advance.

You can use a hammer on the head of the bolt to get the splines to seat inside the hanger. Couple good hits and then re-torque.
