Double cab Tacoma roof question??

Does anybody know if a Tacoma that doesn't come with a factory roof rack installed still have the mounting holes threaded under the black rubber rails? I did lift the black rubber rails and see where the holes should be under some sort of sealant tape. I didn't want to peel the tape back unsealing the holes to see if they were threaded. A guy wants a custom roof rack/basket made but I don't want to have to do any drilling into his roof to mount it. I'm hoping the factory mounting holes are there otherwise I'm not going to take on the job. Thanks portal for any insight!

My 01 Taco doesn't....I put my Roof Top Tent on the bed. Must be for you newer taco's...

I don't think they are standard on the 01-04 Trucks. Mine did not have it and required a ton of work to install proper mounting and structure. Looks like the 05+ have them no issue.

The '05 and up double cabs have them (Access cabs don't) - there are several threads on Tacomaworld.com that have pictures and directions for installing the factory rack yourself.
