As far as a back to basics rig concept goes, a smog legal Weber will be much easier to work on. I'm no carb expert but I have tuned more than a couple and I've no desire to open up my OE carb. No first hand experience but I've read that the smog legal Weber removes a fair amount of vacuum plumbing and that would certainly be welcome!

I swapped in a Buick engine over 25 years ago and have been avoiding smog tests for years.

My 1980 toyota with a 20r has a "computer". All be it its smaller than most cell phones now adays. Any carbed toyota with vacuum solenoids on the passangerside fender well will have some sort of control unit. And about the diesel. Me being the car freak I am. I own yots and vws. I cleared it thru a BAR referee that I can legally swap a 1980 1.5l diesel from a rabbit into the 1980 toyota. I believe its only legal to put a diesel into vehicles that where offered as a diesel. The early 80s came diesel so I can be done. I have my 80 and a 1.5 diesel that needs thrust bearings done on it. I just needed to rebuild and get the acme diesel adapter. But since my son was born I got a 4 runner and need to sell the diesel, the 80 and my wildernest

And yes the 1.5 is probably under powered for a 4x4. But after is passed the referee that's when you swap in a tdi or 1.9 turbo diesel.
