Gen 2.5 Rear Locker

Hello everyone. I have picked up quite a bit of information on these threads, but there is one issue that I am experiencing that I have not seen covered here.
When I engage my rear locker, i hear the compressor (or some sound caused by me hitting the button) but the locker doesn't engage. Am I missing a step or steps?
Is it common for this to happen? Is there a standard repair?

Also, I am searching for a tailgate lower hinge assy. I am checkling with local pick-a-part'ers but no luck yet. It seems that the lower hinge pin has sheared and my hinge is getting rusted out. The missing portion of the hinge pin causes alignment issues when I close the rear, so I am motivated to repair this before i damage the locking mech.

Thanks Jeep-N. We got 19" of snow here yesterday, so I had a good excuse to give this a try. Sure enough, slowly working back and forth through all the diiferent 4x options allowed the rear locker to engage as intended.
Upon trying this a second time, I did experience the ABS light. It did go away once I stopped and restarted the engine. And indication as to what causes that light to activate? Need I be concerned?

The ABS is disabled when in 4-lo if the system is working properly, factory feature and is good to have. I have noticed folks mention overcooling. I notice whenever I am descending steep mountain passes, my engine temp drops significantly as does the output of my heater. I assume this is what other folks are referring to when they mention overcooling?
Is there a mechanical solution or issue that needs to be repaired? Otherwise, I have seen the advice to slot cardboard in front of the radiator.

Heat is normally created by friction under load, if you are not under load going downhill then what do you think is going to happen?
