Hit Brakes and Dash Lights Come On, no key in

Thought I saw a thread about this recently but couldn't find it. With no lights on and key out, if I depress brake pedal, the dash light and compass, oil pressure and voltage gauges light up (very dim). I think it's my trailer light controller, right? Can I fix it or do I need a new trailer light controller?
