Sure is. Its a strap for securing the load on an 18 wheeler. There was one already floating in the water & when they showed up they pulled out 2 brand new ones to use.
After tying the strap to the bumper of the Chevy 3 kids hopped in the back of the truck and sat on the edge of the tailgate & bed. I called the owner of the truck over(I was standing on the river bank) Told the guy I didn't want to get into his business but that it wasn't a good idea for them to be there in case the strap broke. He got the kids to move under the rear window. The strap broke before the Chevy moved 6 inches.

I could picture myself being the guy yanking the other guy out at age 16 in the old FJ55. I remember once some friends called during dinner and thought they were talking to me but they were talking to my dad. They were asking me to come get their 77 Honda CVCC unstuck on the edge of golf course. My dad listened patiently and then he said to them, "Did you want to talk to Eric? This his dad." My dad told to go get them but if I got caught I was in big trouble.
I bet they learned from this mistake.
