The 04 lights have 3 vents in them already. All covered with little rubber elbows. I'd check that the elbows are not blocked for some reason, and that they are present, and pointing down. Sealing the holes is probably not the right was to go. They are designed to breath for a reason. I would suspect that there might actually be water pooled in the bottom of the light. Due to it's construction, there can be a small pool in the bottom that you can't see from outside, and that will cause condensation.
Another thing to check, all the bulbs are accessed by screw on covers sealed with rubber o-rings. Make sure the covers are secured properly, and the o-rings are in good shape.
After washing mine out, I got the water out through those open covers, and left them open for drying. Then closed it up, problem gone.
I got swamp water in mine during a deep water crossing, and the problem persisted for a year until I removed the light and cleaned it all out with fresh water. Then I got as much water out as possible, and left them to dry overnight near a furnace vent. Problem is gone.
Beyond that, I must think you have a sealing problem betweeen the lens and the black rear body shell, which is going to be hard to diagnose and fix.
