might be trading into a 88 suburban soon. couple questions.

so I have been on the hunt for a 87-91 suburban for a few months now, before I spent the money on buying one, I have been trying to trade my 4 wheeler for one, to leave money for mods and repairs. Have had lots of trade offers for 92-99 suburbans local, but nothing has come up in the year range I want, until today.

Got a text from a guy in oregon city with a 1988, says it has 140k miles, and it is really clean inside, but the paint is shot, flaking off (typical gmc of that era from my understanding). I havent had a chance to talk about it to much, and I live in the tri cities wa, so a good 3.5 hour trip to oregon city for me.

couple things that popped up I had questions about, the first is, he says it only has a trip permit, cause he didnt want to pay for deq or licensing, there isnt any deq here, so im not sure what all would be involved with passing, wether that should be a big red flag for me, or if its just emmissions check or what?

I have also never purchased a vehicle from oregon and brought it into washington, is there anything I should look out for that may cost me a small fortune in the title transfer or should it be pretty straight forward?

Kind of sucks trying to broker a deal sight unseen, but I can get the quad to him, and he is willing to bring the suburban to me to pick up the quad, kind of a double edge sword I suppose, especially when the value of the quad could easily surpass the cost of the suburban if the interior isnt complete and clean. (figure the quad value is around 2500-3000$ depending on the season. (2003 bombardier ds650 baja), but I dont mind trading down, as I got the quad pretty cheap.

There are plenty of Suburbans around this area (central Wa.) for dirt cheap. Check Craigslist.
No need to buy one sight unseen.

Deq is not expensive but can be a pain. You will have to get it inspected Vin only to get plates. If it's not complete I would get as many pictures as you can.
 
Give me a few hours and I may have a 1990 with 190k....I am looking to resell it and I am concerned about the desire in this vehicle market...but it appears to be a desire!!

I am in Port Angeles, WA and will know in a few hours if the pictures online are true testament to it.
