Mounting Tools on Roof Rack

I just built a roof basket and need a way to mount the axe, Hi-Lift, jerry can, and shovel. Can you guys think of any way to do it? The base is expanded steel and the sides are angle iron. I want it to be able to bolt on or clamp but discourage thieves. Thanks for any info.

As you can see, it's designed for a tube mount but it can easily just be bolted to your angle iron.
