Edmunds.com bought a 2012 Jeep Wrangler two door, and proceeded to modify it using parts from the Mopar catalog. They added stronger axles, a suspension lift, taller off-road tires, lower gears to compensate for tire size, and some body armor. They kept careful track of gasoline consumption. The results are posted here

In brief, the EPA says drivers can expect 18 mpg in combined driving in the 2012 Wrangler. Edmunds recorded 17.3 mpg before the mods, and 16 mpg after the upgrades. Not bad, considering all the changes they made.

From experience a roof rack makes the biggest difference in MPG, even having the crossbars from a stock rig adds drag. The roof rack on my Range Rover reduced me by about 1 mpg.

Going from a lift and stock tires to the same lift on 31x10.5's on my xj took me from 19mpg to 16mpg.

i think all Edmunds did to their 2012 Jeep jk was a lift, 33" tires, wheels, bumper and winch.
