need help troubleshooting my locking diffs 1995 SR

well I went through the whole exercising thing to loosen things up. The truck shifts into 4h no problem, it( the center diff dash light) just continually flashes when I try putting it into locking center diff and Icant lock the rear diff unless the center diff is locked. So where would I start to test the sensors? I know there are a few relays on the tranny? How do I test them?

when you put in 4-hi and it blinks do you drive after it or you just waiting for it to stop blinking. In my truck i have to put in 4-hi drive a bit until it completely engages and then it stays solid, same thing when disengaging and shifting back to 2wd.
