The GPS part is an "external antenna for improved GPS reception." It's not clear if the antenna is a loop enclosed in the plastic body of the device, or perhaps a cable to a hockey puck style receiver that can be placed farther up under the windshield. I'm guessing it's the former.
 
Perhaps the block is just in the "App Mode" as described here: The App Mode feature, which can only be accessed when the vehicle is in park and the hand brake is fully engaged, lets users view a connected iPhone’s video content from Safari, YouTube and other select apps2 directly on a larger high resolution screen.

obviously the App mode would be useful if you had a pioneer head unit. I just picked up a TomTom carkit GPS attachement for my ipod touch which works with the Iphone too and has a built in GPS for $69 pretty tough to beat that price for a GPS.
