New to me...Discovery. What is this hose?

Is there supposed to be a tee here? or did someone just do a cheap fix? It looks like a vacuum line from the intake to the brake booster?

Not sure why there is a T piece there because it Gould be a hard hose that goes straight to the brake servo.
