I don't think anyone can really answer that with specifics. 100# of plate is going to be a very different cost than 100# of square or round tubing, which will be very different then angle iron, hot rolled or cold rolled stock, etc., etc.

I also find my local supplier (IMS Metal) has different pricing for cutoffs versus "new". Scrap (even though it is new but not full pieces) is by the lbs, new is by the type.

.55 cents a pound is pretty safe for a general number with tax and delivery

We purchase large amounts of steel every year. For low carbon coil or sheet it's usually around .38 to .45 cents per pound. We purchase tubing by the foot and usually get a mill run so what we pay, you won't get it for. Shop around, you'll find some at a reasonable price.
