pulling pump fuse/relay when changing fuel filter?

I was wondering if it's best to pull the fuel pump fuse/relay with the engine running to let some of the fuel in the line get used up before changing the filter? I have done this on a few other vehicles and works well.

Ive heard of doing it both ways, pulling the fuse while the engine is running and pulling it then starting the engine and letting it die. Personally I have only pulled the fuse first then starting engine and after it died there was stillca ton of fuel that came out of the line. I have also heard of using golf tees to plug the fuel lines so gas doesnt go everywhere...thats what I shouldve done the last time changed one, couldve save myself alot of time and soaked rags
