A series of forest roads exist on the north/northeast sides of the lake; get a topo map and you'll see. It's all rolling desert out there, so some of the roads could be pretty fun. That area is on my shortlist to explore.
There is a road that goes from Highway 87, over the mountains next to 4-peaks, then down to Roosevelt south of Punkin Center. It isn't 4wd, but it is scenic. I don't have my AZ maps in front of me or I'd give you the road number.

If by wheeling you mean mild crawling and such, not much to be had out that way. But there are tons of places to explore west, north, and east of Roosevelt. I highly recommend the Sierra Anchas on the east side of the lake or Hellsgate Wilderness north of the lake.
