For what it's designed for, it looks fine. It's for mounting a cargo carrier and allows you to rotate the cargo carrier (or bike rack etc). You don't connect a trailer to it.

Probably not DOT approved.

Taillights look on ebay for GROTE from a cab and chassis conversion.
There are several dealers that have them for less than $20.00 shipped with pigtails and brackets too.
They are large and bright.

Didn't want to use it like a max coupler. Just didn't know if anyone had used one with a bike rack or hitch carrier.

It's going to increase the moment arm of whatever load is placed on it. As long as it is a light enough weight should be okay. I would be more concerned about additional slop/rattle/vibration.
