I have a set of older 16 hole steel wheels I want to put on my 2014 Tacoma. Question is will the tire pressure sensor from the TRD Off Road stock aluminum wheels fit and work in the steel wheels?

You might want to check with a tire store. They have information on what kinds of TPMS sensors go in which kind of wheels. I'll be going from 16" alloys to 17" FJC steelies in my 4runner and Discount Tire has already confirmed that the sensors will be the same so they can swap them over.
