I am building a trailer and can't seem to find an axle with manual parking brakes. I am interested in something like the M416 set up. Any suggestions??

I got mine pre set-up with my new Dexter Axle from RedNecktrailersupplies.com. They will build them custom and direct ship. I haven't hooked up the actual handle/cable mechanism yet, but the brakes themselves work from the manual lever. Hopefully this winter. I could have used them a few times while camping instead of having to find large rocks/chocks.
Not sure if you mis-understood... But to clarify, not all of them do. If you look on the dexter web-site, there are about 15-20 different options for brakes, and I think only one of them, the 10", 3500# variety has the option to ALSO get the E-brake feature. Actually, there might be a couple other ways to get the e-brake, but none that would probably interest you.
Mendenhall's got a hydraulic brake actuator that's pretty serviceable. Croft Trailer sells them, as I'm sure does E-Trailer. Not sure what your budget is, but Croft's version is just a bit north of $500.
