Tried to SMOG the truck, passes pipe but system says its "not ready"

Like the title says.

I drove the truck few hundred miles, then drove another thousand. Systems says its not ready which prevents it from passing the scanner on at Smog station. It does pass the pipe though. Has not CELs, truck runs great.

Any thoughts what it could be?

I tried switching ECUs with another 98 Montero, still same issue.

I remember at the smog check last year the guy told me CA was tightening the belt on the statuses. Before you could have 1 of 3 not ready and be able to pass, but soon all have to be ready. I was getting the not-ready codes due to a month long head gasket/timing belt/water pump/valve seal replacement. But I had enough of the codes flip to ready after a few weeks of driving.

I don't think there is a special sauce to get the things ready... but it might have something to do with the number of cycles of the ignition without a code appearing. But you would think that after 1000 miles, you would have hit the correct number of cycles to make it register as ready.

That second link should be all you need to print off and show them.
