Nice trip report! I used to do some offroading there when I was younger. I am not sure if it is still the case, but back then, the early 2000's, the rangers would actively check to make sure you had your permits since I am pretty sure to drive on the roads your vehicle is supposed to be licensed. I think they are mainly trying to catch ATV's and custom rigs without tags. That is also the first place I ever saw a decoy deer!
