What is best tent for 30 people in snow and rain?

Large pieces of cheap black plastic, wooden or metal poles - whatever you can scrounge up, plenty of rope, and a roll of duct tape. That's what I was taught. Make a shelter out of whatever you can. I spent a week in South Dakota Black Hills that way one summer back in the early '80's. Our contraptions held up in the thunderstorms/rain with minimal leaks.

Maybe you could emphasize the ‘outward bound’ ‘inner city youth’ aspect and get someone (maybe even Mountain Hardware) to donate* 2 or 3 Space Stations (sleeps 15):

*Based on my many years of experience with Scouting, I assume you wouldn't have the budget to just go buy 'em, but I hope I'm wrong.
