You might use an awl and a hammer while checking the frame - tapping with a hammer can tell you a bit - if it rings that's good, if it sounds mushy that's bad. Any place that looks suspect poke it with the awl. If the awl penetrates or the material flakes there's serious rust.

Thanks for the clarification. I'll admit that I've never had that problem. If I can't get my jack under the axle of the fully deflated tire, I just drive that tire up onto two or more of the 2x12" leveling boards I carry. Then slide my jack under the axle.
