No, but fuel seemed to be flowing adequately as the primer pump was solid. I drove it to the storage lot and it was running just fine so it seems highly unlikely that any filter plugged while sitting. Not sure if low fuel flow would trigger a Code 22. Would low fuel flow trigger any code?

That's exactly what I thought and why I removed the back cover off the governor thinking the fuel shut off portion wasn't sliding. But it turned out it was sliding. It could be something sticking on the other end but it's not accessible without disassembling the pump.
