I'll second Farm Bureau, I haven't done a tray, but several other agreed value items through them like custom camper setups. -

Farm Bureau does agreed value and they are very familiar with flatbeds/traybacks.

You might try Hagerty. They do agreed value, but I'm not sure if they insure all vehicles.

I just built a custom bed for my truck (like a Bowen tray bed) and my insurance company (USAA) won't allow me to add anymore than $5,000...
