Is there a jump pack that can start a Fuso with dead batteries? If not what do you all recommend to charge them enough such that they will start.

Agreed. It seems appropriate to put that weight between the axles. Hanging them behind the rear or front axle does appear wrong. However, I need to weigh both axles prior to really knowing.
