Better, or faster?
If you are just after speed, give a nod to Mark F'in Stevens, pull the hand crank off your box mill and hook your cordless drill to it.
Just remember that speed = heat, and heat is bad.
I've been using a Zassenhaus Turkish mill for a while. They aren't cheap, but it is a high quality piece of gear that will last you a lifetime.
It grinds just enough coffee for one good (strong) cup. You can stretch it out and get two cups out of it, but it's a bit weak for me. JMO on that...
If it's that far gone, it's time to sand/paint the whole thing. Sanding isn't about skill, it's about patience -- which is why I only paint small projects (motorcycles, camper shells, etc).
RE: paint
Is the clear coat completely gone (IE: down to the base coat), or is it just the final coat that is going away? It may be possible to wet sand & polish that out (I've seen it done to worse . . .).
Even if the clear is too thin after sanding -- as long as the base coat isn't...
Something else to consider:
Look up the local astronomy club. Ask them when/where their 'meets' are, and see if you can join them. Just explain what you are doing (seeing if your son has enough interest to justify spending $$$ on it). I'm sure they will be more than happy to help you out...
When looking at wheels -- keep in mind that the 16.5" wheels won't hold the bead as well as the 16" (or 17") wheels will. This isn't a problem at normal street pressures, but as you start reducing pressure to smooth out the road, it can become a problem.
