This was the main reason I went with Tomken, as they do rate their bumpers for up to 3000 lbs on a TJ and I knew going in I'd be doing some towing. Not much, but my trailer weighs 600lbs empty, that is a bit more than the bike racks most are designed for.

I used to have one very similar to this for luggage and such on vacation, very useful! Made the ZJ liveable for 5 people, no fatalities or even serious injuries the whole way to DC!!!
