I did some poking around yesterday, on the coil rail subject. I noticed on Rockauto, that they list a Blue Streak part. Back in the day of cap and rotors, this was my go to brand. As they held up very well with their brass contacts.

Was that rear bumper stock on the CJ-8?

I agree. However there is nothing on their website, to accommodate the JL. ( Rocker wise ) They seem to be more interested in racing, than manufacturing.

The tire size you listed, is the same size I went to. Have a look at Cooper Dicoverer S/T's. I've been extremely happy with them on my Rubicon.
