Try opening the drain in the rear (if they are in the rear on yours- depends on age of unit ) and hooking a siphon. Crack the filler cap first. You may have a piece of debris blocking the spigot.

By the way - the 1990 and earlier Classics had a coating called Iron Coat in the rear wheel arches, and door jams as well as all the under body on the inside of the truck. It was not the same as the body color.
