2014 E350 Keyless Entry - won't go into programming mode?

Dear Van Experts,

I'm freshening up a new-to-me 2014 Agile E350 V10. The van has factory power locks but did not come with remote keyless entry (RKE) fobs or the Ford wireless keypad. I've purchased both - 2 aftermarket fobs from Amazon and a Ford OEM Keyless Entry Keypad 7L2Z-14A626-BA. I have the factory service manuals and have followed the programming procedure therein and tried many variations from the various Ford forums with no luck, including:

-Cycle key from off to on 8 times, leaving in on position (factory procedure); locks should cycle to enter programming but don't.
-Cycle key from off to on 5 times, leaving in on position (Compustar alternate procedure)
-above with driver's door open and power locks unlocked or locked
-above with driver's door closed and locks cycled by door switch to unlocked or locked before starting procedure
-above with windshield wipers on (yes, for real, I tried this as apparently it worked for somebody)
-all of the above after disconnecting battery >10 mins to clear any codes

I'll be digging deeper in the factory manual today to try to find the real origin of the problem, but I am running out of ideas. Any of you solved this problem before?

I believe it needs factory remote keyless entry... The keypad is simply a wireless remote with double sided tape...

Look to add a factory remote keyless entry module if possible

It won't go into program mode, because that module does not exist on your van...

My understanding is the RKE transceiver is integrated into the smart junction box (SJB) that controls door locks in all Fords with the OEM power locks from 2003 on. The factory service manual alludes to this and makes no mention (that I have yet found) of needing to "activate" the RKE system using the Ford IDS tool. It suggests that if you have power locks, one should be able to program fobs and the keypad by entering programming mode as above. Lots of folks seem to have successfully done this to their trucks with factory power locks but no fobs, it seems. Anyone know if the dealer needs to do some magic to turn on the RKE? Am I wrong about the SJB? Or other ideas?

Do you have a second battery under the body on the outside of the passenger frame rail?

If the stored lock codes aren’t cleared from the PCM it likely won’t accept the new fobs.

I feel your pain... I picked up new fobs for my Toyota... couldn’t add them using the chicken dance... took them to the locksmith and he managed to add a new fob but now the original doesn’t work. So I’m back to having only one key that’ll start the car or open the doors.

I had similar problem and it turned out I was not cycling fast enough. I was turning the key all the way and almost wait for the lights go on...don’t, do the 8 or whatever cycles you have to do very fast.
