Are OE FG engine blocks painted?

I bought my FG used without maintenance records. My engine block is unpainted with surface rust. This makes me wonder if it's a replacement block. Does anyone know if a 99 FG would have a painted block originally?

I've had cylinder heads that weren't painted, but normally the block is.
