Hello All.
Preliminary Alternative E is now complete and available on the Eldorado
National Forest website: http://www.fs.fed.us/r5/eldorado/. Look for the
link on the right side of the page for the "Route Designation Project."
This alternative focuses on providing greater protection for forest
resources and increasing opportunities for non-motorized recreational
activities,while maintaining motor vehicle opportunities. Using the routes
included in Alternative D as a base, motorized use was eliminated from
inventoried roadless areas (IRAs) and the Caples Creek Proposed Wilderness
area. Routes with greater potential for erosion or sedimentation, damage to
sensitive plants, spreading noxious weeds, or negatively effecting deer
herd populations or other wildlife were removed. NFS ML-1 roads, not
originally designed for public motor vehicle use or access, were also
removed from this alternative. This alternative has the lowest mileage of
routes available for public motor vehicle use of the five alternatives.
Forest plan amendments are not recommended in this alternative.
If this alternative was selected, a seasonal closure would be instituted on
all designated system trails and ML-2 roads. Designated routes would be
closed each year from December 1 to March 1, unless annual conditions
require earlier and/or later closures. Wheeled red/greensticker motor
vehicle over-the-snow travel would be allowed on ML-3, -4, and -5 roads
only with 12" of snow or more. Street legal motor vehicle over-the-snow
travel would be allowed on ML-3, -4, and -5 roads only, regardless of snow
depth.
This alternative was developed to ensure that the environmental impact
statement (EIS) is consistent with National Environmental Policy Act (NEPA)
regulations, which require the agency to consider a range of reasonable
alternatives that address public and other concerns. This alternative does
meet the purpose and need identified in the Notice of Intent released on
October 26, 2005, which can also be found on the forest website in the
"Document Archive" on the route designation page.
Remember, a decision has not been made. However, we will not make any more
changes to the alternatives until after the draft EIS is released, if
needed. The five alternatives and there associated analysis will be
released in the draft EIS, which is expected to be released early next
year. An "agency preferred alternative" will be identified in the draft.
There will then be a 45-day public comment period immediately after release
of the draft.
