Can you give me an example. I can’t see any of these items having a lien except maybe that one boat. Maybe I’m missing something so obvious.

Storage fees going to the tow lot on top of the bid price? Or is it the towing yard that is having their assets seized and sold. I can’t see the value in time invested for the IRS to individually seize these items from separate parties.

Whenever an item is towed the towing company does not own the item, so even if you had an item towed and owe fees you technically still own the item less any fees, at least that seems to be what you were getting at.

It reads like a tow company wasn't paying taxes for several years. I'm not sure that 2.1mil encumbrance would be transfered to the buyer however, because that would completely negate the sale. I would guess the proceeds from the auction would be applied towards it, while the original forfeiter would be on the hook for the rest.
