I read somewhere a lot of the reason behind it was the creator mostly did military builds such that he didn't exactly have anything to show off to potential customers his capabilities because of the confidentiality. So the Kiravan was sort of a trade show on wheels example of all the different technologies and integration he could incorporate into a specialty vehicle build.
I thought it was stupid when I first saw it, but after that explanation I found it made a lot of sense. I mean as a whole it's dumb, but if you have a customer interested in say, video surveillance, he can start pointing at stuff related to that, another wants sleeping quarters in a vehicle, he can point to that, etc etc....
