The emblem being off has very little to do with maintenance of the vehicle. The emblems are secured with smqll bolts and they can break off on reinstall after painting the grille and have to be inserted into an available place that allows them to be secured. It is just an emblem, not an engine part.

Yes, I realize that. My point being that if the current owner can’t even take the time to remedy such a small thing, how much has he/she neglected the important stuff...

That thing looks cherry. Don't care much about the star. Should be importable.
