I found it interesting that this is the Made in Spain version, from recently defunct partner of Land Rover, Suzuki, Iveco and Fiat.

Santana made a version of the Series III under license in Spain for years. This was before their more recent relationship with Iveco. What I find interesting is the line that says "IT HAS A CLEAN NORTH CAROLINA TITLE. IT HAS BEEN VERIFIED BY A NORTH CAROLINA DMV INSPECTOR AS A LEGITIMATE VEHICLE AND TITLE. IT HAS A NON-TRADITIONAL VIN VSELBCM62AZ111794" Having a clean title issued by a State does not mean that the vehicle was legally imported, all it really means is that someone at a local DMV issued a new title based on overseas paperwork. Stating this in bold letters just raises suspicion, even though it would fall within the 25 year ruling.

That law from my understanding was passed in 1988. Prior to that there were many gray market euro spec'd cars on the road. Mercedes Benz was one of the big companies lobbing this law. Why buy a USA spec'd M-B from a dealer in Tulsa when you can get a better car shipped over from Stuttgart for close to the same price. My neighbors did this with a Volvo and Jaguar in the 1970s and this was the case with my old euro spec'd 1985 BMW M5. It came to the US in 1986. I never had a problem with that car at the DMV in Colorado, Wisconsin and Alaska.
I'm no lawyer and the Feds never got me.
