The artist only uses Photoshop Express to edit the photos before posting. The app with basic camera functions is free from the iTunes store. The current version is 3.0.

Noise Pack for $5 (effective noise reduction filter, and a self timer, among other features)
Premium Looks Pack for $3 (20 additional filters and effects, try before you buy)
Borders Pack for $1 (yep, more border options)
Just to make things confusing, Adobe makes an second iPhone app called Photoshop Touch ($5 through the iTunes store). Touch is more like Photoshop on your Mac or PC. It supports layers, and works with Adobe Creative Cloud. You can pass photos from iPhone to desktop for further editing with the full version of Photoshop.
