I have experience with composite high pressure CNG tanks, they save a pile of weight in that application and the manufacturing procedures were more stringent than conventional steel tanks. The case around the fiberglass tank would most likely be steel or aluminum and it's main function would be to protect the tank from abrasion, that is one downfall of composite and fiber resin tanks. I'm going to grab a 10 pounder but I'll have to wait til next spring before I'll be able to actually put it to use.
